Is this the City of Buffalo’s way of saying “we’re screwed”?

Now the question: If a bolt wasn’t holding in place, what makes workers for the City of Buffalo think a screw over the bolt would do the trick?
I understand that an Erie County Legislator promised these street lights are going to be replaced (He said “we’re going to get something better”) …. but do we really have to settle for “second-best” in the meantime on such workmanship within the City of Buffalo?

I see your point Jim, but there’s a seperate grant for streetlighting & cameras.

That’s being inventive (the nail in the screw); poor people in poor countries find all sorts of ways to do things.
